Project Overview

The Westminster Water 2025 Treatment Facility in Westminster, Colorado replaced the City's aging Semper Water Treatment Plant with a new purpose-built facility designed to serve the city's water needs for decades to come. The $150,000,000 project delivers a 30 million gallon per day treatment plant, expandable to 60 million gallons per day, built to meet evolving regulatory standards, enhance system resiliency, and support longterm environmental stewardship. Required to be operational by end of 2025, the facility replaces infrastructure that had served the city for over 50 years. The client engaged PRESWERX to develop renderings and animations in support of the competitive pursuit.

Client Challenges

The client faced a pursuit where a water treatment plant replacement had to communicate as a generational public infrastructure investment: 

  • Replacing a 50-year-old plant with a new 30 MGD expandable facility required imagery that conveyed the scale of a generational upgrade. 

  • A facility required online by end of 2025 required visuals that made the scope and schedule credible to a municipal authority. 

  • A plant designed for resiliency, regulatory flexibility, and environmental stewardship required assets that communicated its long-term public value. 

Together, these called for a package that made a water treatment replacement feel as purposeful as the generations it would serve.

Scope of Work

PRESWERX produced renderings and animations for the Westminster Water 2025 Treatment Facility in Westminster, Colorado. The renderings depicted the new 30 million gallon per day treatment facility as a modern, purpose-built water infrastructure asset, communicating the scale and engineering quality of a replacement designed to serve the city for decades. Animations gave the City of Westminster's evaluation team a dynamic view of the completed facility and the operational capabilities it would bring, from enhanced resiliency to expanded treatment capacity. All deliverables were calibrated to support the client's competitive submission for a critical municipal water infrastructure replacement.

PRESWERX Approach

PRESWERX focused on presenting a water treatment plant replacement as the longterm public investment it was. 

  • Developed renderings that captured the new facility as a modern infrastructure asset built at the scale and quality a 30 MGD plant demands. 

  • Framed the facility's expandability, resiliency, and regulatory flexibility as the forward-looking features of a community water system built for future demands. 

  • Produced animations that gave the city a dynamic view of the completed plant and the operational capabilities it would deliver. 

The result was a package that made a technically complex water treatment replacement feel as purposeful as its long-term mission.

Results Delivered

PRESWERX delivered renderings and animations that gave the Westminster Water 2025 Treatment Facility a compelling visual case for a $150M infrastructure replacement. 

  • Renderings captured the new 30 MGD treatment plant as a modern, purposebuilt facility equal to the city's long-term water needs. 

  • Animations gave the City of Westminster a dynamic view of the completed plant and the resiliency and capacity it would deliver. 

  • The combined package gave the client visual assets built for a competitive municipal water infrastructure pursuit at a major investment scale. 

The client entered the City of Westminster selection with imagery that made a generational water infrastructure investment look ready to build.
