Project Overview
The Terrell State Hospital 250 Bed Replacement project involved constructing a new, purpose-built psychiatric facility on the existing campus in Terrell, Texas. The hospital encompassed 250 beds divided across four distinct patient populations: maximum security, forensic, adolescent, and civil. The project scope extended beyond the building itself to include campus-wide utility upgrades, hazardous material abatement, site improvements, and a targeted 50-year building lifespan. With a construction value of $2.3 billion and a phased delivery model requiring early construction packages, the pursuit demanded a clear, coordinated narrative. PRESWERX supported the client's team through proposal development, presentation design, and interview coaching.

Client Challenges
The client faced a technically demanding pursuit at the intersection of complex clinical programming, phased delivery, and competitive state procurement:
Communicating a 250-bed, four-population facility scope as a single, evaluator-friendly story
Demonstrating Construction Manager at Risk expertise across a campus with concurrent demolition, abatement, and utility work
Standing out among qualified competitors vying for a $2.3 billion state health commission contract
Preparing the leadership team for a high-pressure live selection interview before a state agency panel
Together, these challenges required a pursuit package that was technically credible and immediately understandable to a broad evaluation audience.

Scope of Work
PRESWERX developed a full pursuit package for the Terrell State Hospital replacement project. The team produced a comprehensive proposal that organized the project's complex phased delivery and multi-population program into a clear evaluator narrative. Alongside the proposal, PRESWERX built a presentation designed to carry that narrative into the live interview setting, translating technical scope into visuals that reinforced the client's Construction Manager at Risk qualifications. PRESWERX also led the leadership team through targeted presentation coaching sessions, sharpening messaging around phasing strategy, BIM coordination, and the client's approach to long-term building performance and campus viability.

PRESWERX Approach
PRESWERX approached this pursuit as a storytelling challenge first: the project's breadth required a unifying narrative before any individual deliverable could land effectively.
Structured the proposal around evaluator clarity, placing the client's phasing logic and CMR qualifications front and center
Designed the presentation to mirror the proposal's architecture, giving reviewers a consistent story across both touchpoints
Coached the presentation team on high-stakes interview dynamics, working through technical questions on BIM, design integration, and campus phasing
The result was a pursuit package where the proposal, presentation, and team voice all carried the same story into the selection room.
Results Delivered
PRESWERX delivered a complete pursuit package calibrated to the complexity of a $2.3 billion state psychiatric hospital replacement, producing materials that held up across both the written proposal and the live interview.
The proposal organized a technically demanding, multi-population scope into an evaluator-ready narrative without sacrificing depth or specificity
The presentation gave the interview panel a visual story that reinforced the team's CMR qualifications and phasing expertise
Coaching sessions aligned the leadership team's messaging and prepared them for detailed technical questions on BIM coordination and campus delivery
The client's team entered the selection ready with a clear story, a polished presentation, and the confidence to deliver it.
