Project Overview
The City of Tampa sought design-build services to deliver a new fire station for the University area, one of the city's most response-constrained neighborhoods. The project called for a one-to-two-story station and campus on a 3.05-acre site at 4902 East Whiteway Drive, with a project estimate between $13 and $19 million. The facility was planned to provide a dedicated home for Engine and Rescue 24, relieving years of unmet demand on neighboring stations. To compete for this contract, the client engaged PRESWERX to build a comprehensive pursuit package covering proposal writing, presentation development, coaching, renderings, animations, and film production.

Client Challenges
The client pursued a competitive design-build contract that required a complete pursuit story, not just a qualifications package:
Communicating a complex, multi-discipline campus scope to a municipal evaluation committee in clear, evaluable language
Visualizing design quality and site intent for the panel before construction had begun
Differentiating the team in a structured, points-driven competitive selection
Preparing presenters for a live, scored interview before a public evaluation panel
Each deliverable had to reinforce the same message and build the panel's confidence in the team.

Scope of Work
PRESWERX delivered a full pursuit package built around the City of Tampa's design-build selection process. The team produced written proposal content that translated a complex, multi-discipline campus program into clear, evaluable language for a municipal review committee. Architectural renderings and animations brought the proposed station to life, giving the evaluation panel a concrete picture of the finished facility before any design was finalized. A film was produced to deepen the panel's understanding of the client's approach and team. PRESWERX also delivered structured presentation coaching to sharpen each presenter's delivery and prepare the team for the scored, live interview.
