Project Overview

The Regional Center for Border Health pursued construction of a new 65,000 SF medical campus facility in San Luis, Arizona, expanding the organization's footprint on a site adjacent to its existing Medical Mall San Luis Campus. At $43 million, the project represented a significant investment in healthcare access for a border community with limited regional options. Schematic design drawings defined the initial scope, with the selected contractor responsible for delivering a fully realized medical facility from that foundation. The client engaged PRESWERX to develop the proposal that would position their team for this community health procurement.

Client Challenges

Pursuing a healthcare construction contract for a community-focused owner in a border region required more than a standard qualifications package. The client faced several specific challenges: 

  • Demonstrating relevant healthcare construction experience to an owner whose mission centered on serving an underserved border population, where disruption to existing operations carried real community consequences. 

  • Working from schematic design drawings with limited detail, requiring the proposal to convey construction capability and planning rigor without a fully resolved set of construction documents. 

  • Building credibility with a mission-driven healthcare owner that would weigh the team's sensitivity to the project's community context alongside their technical qualifications. 

The proposal needed to speak to both the owner's construction requirements and the human purpose behind the project.

Scope of Work

PRESWERX developed a complete written proposal for the new medical campus facility, tailored to the owner's program and procurement requirements. Working from the schematic design drawings provided with the solicitation, PRESWERX structured the response to demonstrate the client's healthcare construction experience, their approach to managing a medical facility project adjacent to an active campus, and their capacity to carry the project from the design stage provided through to a finished, operational building. The proposal addressed the owner's scope requirements directly while framing the client's qualifications in the context of a community health mission that demanded a responsive and experienced construction partner.

PRESWERX Approach

PRESWERX approached this proposal as an opportunity to connect the client's construction capabilities to the owner's specific community context and project constraints. The work centered on three priorities: 

  • Anchored the qualifications narrative in directly relevant healthcare construction experience, selecting projects and details most likely to build confidence with a community health owner. 

  • Addressed the active-campus adjacency directly, outlining the client's approach to phasing, site logistics, and coordination to protect the owner's ongoing operations throughout construction. 

  • Framed the client's work in terms meaningful to a mission-driven owner, connecting the team's delivery approach to the goal of expanding healthcare access for the border community as efficiently as possible. 

The result was a proposal that read as purpose-built for this owner, this project, and this community.

Results Delivered

PRESWERX produced a complete, submission-ready proposal that gave the client a strong foundation for this community healthcare pursuit. The deliverable addressed the owner's needs at every level: 

  • A clearly organized, scope-responsive proposal that addressed the owner's requirements and made the client's healthcare construction experience easy for evaluators to assess. 

  • Thoughtful treatment of active-campus construction logistics, demonstrating that the team had considered the operational realities of building adjacent to a functioning medical facility. 

  • A professionally presented document that reflected the importance of the project to the border community it would serve, positioning the client as a partner aligned with the owner's mission. 

The client entered the selection process with a proposal that was technically sound, contextually aware, and ready to compete.
