Project Overview

The Red Light Enforcement project was a proposal development engagement for RedSpeed USA, a provider of AI-based red light camera technology for traffic enforcement. The client's platform uses advanced video analytics to enable nonintrusive, multi-lane red light enforcement without in-ground sensors or physical connections to traffic controllers. Beyond enforcement, the system supports a broad range of additional capabilities including wrong-way driving detection, license plate reading, traffic counting, accident detection, and pedestrian monitoring. PRESWERX was engaged to develop the written proposal through which the client would present its technology to prospective public-sector buyers.

Client Challenges

The client needed to translate a technically sophisticated AI platform into a proposal that would resonate with public-sector evaluators who may not be familiar with advanced video analytics: 

  • Communicating the capabilities and advantages of a sensor-free, AI-based enforcement system to an audience accustomed to traditional in-ground sensor technology. 

  • Presenting a broad and evolving feature set, spanning enforcement, safety monitoring, and data collection, in a way that was accessible without oversimplifying the technology. 

  • Differentiating the platform from competing enforcement solutions in a competitive public procurement environment. 

Together, these challenges required a proposal that was technically precise, clearly structured, and written for a non-technical public-sector audience.

Scope of Work

PRESWERX developed the written proposal for the client's pursuit of traffic enforcement contracts with public-sector agencies. The proposal organized the capabilities of the AIbased red light camera platform, including its advanced video analytics, multi-lane enforcement functionality, and the full range of supplementary capabilities the system supported. PRESWERX structured the content to communicate the platform's technical advantages clearly to evaluators unfamiliar with AI-based enforcement technology, and framed the sensor-free, non-intrusive approach as a differentiated solution within the competitive red light enforcement market.

PRESWERX Approach

PRESWERX approached the engagement as a translation challenge, converting a technically advanced product into a proposal that spoke clearly to public procurement decision-makers. 

  • Organized the proposal around the platform's core differentiators, including AIbased detection, sensor-free installation, and multi-lane capability, in language accessible to non-technical evaluators.

  • Structured the content to present a wide feature set, from red light enforcement to accident detection and pedestrian monitoring, as a coherent, scalable offering rather than an overwhelming list. 

  • Built a narrative that positioned the technology as a forward-looking, flexible solution suited to the evolving traffic management needs of public-sector agencies. 

The result was a proposal that made a technically sophisticated product easy to evaluate and hard to overlook.

PRESWERX delivered a written proposal that gave the client a clear, professionally structured document for presenting their AI-based enforcement platform to public-sector buyers. 

  • The proposal communicated the platform's technical advantages, including sensor-free installation and AI-powered multi-lane detection, in accessible, evaluator-ready language.

  • Clear, confident narrative positioned the technology as a differentiated alternative to traditional enforcement systems in a competitive procurement market. 

The client entered their pursuits with a proposal that made a technically complex product straightforward to understand and compelling to consider.
