Project Overview

The City of Tampa sought Design-Build services for a new multi-bay fleet maintenance facility serving the Wastewater Department at the Howard F. Curren Treatment Facility within the Port of Tampa. The project encompassed a comprehensive program including new gasoline and diesel fueling stations, electric vehicle charging infrastructure, surface parking for employees and city-owned vehicles, roadways, and staging areas for equipment awaiting service. Valued between $8 million and $16 million, the facility formed part of the city's broader Fleet Maintenance Decentralization initiative. The client engaged PRESWERX to support the pursuit with proposal development, presentation design, coaching, renderings, and animations.

Client Challenges

Competing for a complex, multi-phase municipal design-build contract required the client to communicate both technical depth and a clear operational vision to a discerning public-sector owner:

  • Translating a broad, multi-component program spanning fueling infrastructure, EV systems, and maintenance operations into a unified, compelling pursuit narrative

  • Visualizing a facility design that did not yet exist in a way that would resonate with city evaluators unfamiliar with the project's full scope

  • Differentiating the team in a competitive field while meeting the specific standards of a public RFQ process

  • Preparing the presentation team to deliver confidently and consistently in a live selection setting

Each of these challenges required PRESWERX to serve as a strategic partner, not just a production resource.

Scope of Work

PRESWERX delivered a full pursuit support package tailored to the City of Tampa's Design-Build selection process. The team developed a structured proposal that organized the client's qualifications and approach into a clear, evaluator-friendly format aligned with the RFQ requirements. Presentation design work produced a polished, visually cohesive deck that supported the client's live interview narrative. Renderings brought the facility concept to life, illustrating the site layout, fueling stations, vehicle parking areas, and maintenance bays in a way that gave evaluators a concrete sense of the finished project. Animations provided dynamic sequences that conveyed site flow and operational logic. Presentation coaching prepared the client's team to deliver with precision and confidence.
