Project Overview

The City of North Port undertook a major public safety campus expansion, commissioning three interconnected, critically hardened facilities to serve law enforcement, emergency management, and first responder training operations for decades to come. The Police Department Administration Building encompassed approximately 110,000 square feet and was designed to accommodate staff growth through 2050, with shell capacity extending to 2070. The Emergency Operations Center spanned 18,000 square feet and was built to support day-to-day emergency management while serving as the regional command center during active incidents. A purpose-built Public Safety Training Complex rounded out the campus, providing realistic training environments for police, fire, and EMS personnel. PRESWERX supported the client's pursuit of this landmark project through a comprehensive proposal effort.

The client faced a pursuit defined by scale, complexity, and the need to communicate a vision spanning three distinct but interdependent facilities. Key challenges included:

  • Translating a multi-building, multi-mission campus into one cohesive pursuit narrative that addressed all three facility programs simultaneously

  • Communicating the scope and technical sophistication of critically hardened construction to a public-sector owner with detailed compliance and life-safety expectations

  • Differentiating the team in a competitive procurement environment for a high-profile public safety project with significant community visibility

Scope of Work

PRESWERX developed a comprehensive proposal package tailored to the scope and complexity of the North Port public safety campus. The proposal addressed all three facility components as a unified submission, translating technical programming requirements into a clear, compelling narrative aligned with City of North Port priorities. Content was developed to communicate the team's understanding of critical hardening standards, long-range planning for staff growth, and the specialized requirements of a public safety training environment. Each section of the proposal was crafted to reflect the client's relevant experience and methodical approach to managing a large, multi-program public safety procurement.
