Project Overview

St. Johns County pursued the design-build construction of a new Water Reclamation Facility in Elkton, Florida, consolidating wastewater flows from the SR 207 service area and portions of the Anastasia Island wastewater service area into a single, highly efficient treatment system. The $71 million project encompassed not only the facility itself but also major transmission pipeline infrastructure and a master lift station to divert flows to the new WRF and convey treated reclaimed water to the county's distribution network. The client engaged PRESWERX to develop a competitive pursuit package including renderings, animations, and presentation coaching to support the design-build selection.

Client Challenges

The client faced a technically demanding pursuit for a high-value infrastructure project, where communicating both engineering capability and vision was critical: 

  • Conveying the scale and integration of a multi-component water reclamation system, spanning treatment, transmission, and distribution infrastructure, as a single coherent story. 

  • Visualizing complex underground and above-grade infrastructure in a way that was accurate, compelling, and legible to a non-engineering evaluation panel. 

  • Differentiating the design-build team in a competitive selection where technical qualifications alone were unlikely to separate the finalists. 

  • Preparing the team to deliver a confident, polished live presentation under the pressure of a formal interview setting. 

Each challenge demanded materials that could translate technical complexity into a clear, trustworthy narrative.

Scope of Work

PRESWERX developed a full pursuit package calibrated to the scale and complexity of the SR 207 Water Reclamation Facility. The team produced high-fidelity architectural renderings that brought the facility's design to life before construction began, giving evaluators a clear picture of what the completed project would look like and how it would function within its site context. Animated sequences illustrated the flow of wastewater through the treatment system and reclaimed water through the distribution network, making abstract infrastructure tangible. PRESWERX also led presentation coaching sessions that prepared the client team to communicate the project's technical depth with clarity and confidence in the live interview.

PRESWERX Approach

PRESWERX treated the pursuit as a translation problem: how to make a technically complex, multi-phase infrastructure project immediately understandable to an evaluation panel without sacrificing the depth that would demonstrate the team's expertise. 

  • Developed a visual strategy that separated the facility's core components into distinct, digestible scenes while preserving a sense of how each piece connected to the whole system. 

  • Produced renderings and animations that foregrounded design quality and site integration, reinforcing the team's commitment to a solution that served the county long-term.

  • Coached the client team through targeted rehearsals focused on question handling, panel engagement, and maintaining technical credibility without losing the evaluators in the details. 

The result was a pursuit package that gave the client team both the materials and the confidence to present as the strongest team in the room.

  • Architectural renderings provided evaluators with a clear, credible image of the completed facility, grounding the team's technical proposal in tangible design vision. 

  • Animated sequences made the system's integration across treatment, transmission, and reclaimed water distribution legible and compelling to a nonspecialist audience. 

  • Presentation coaching sharpened the team's delivery, equipping them to handle evaluator questions with precision and maintain a confident, unified voice throughout the interview. 

The client entered the selection fully prepared, backed by materials that matched the ambition and technical rigor of the project.
