Project Overview

The National Guard Readiness Center in Zephyrhills, Florida was a new construction project valued at nearly $20 million, developed for the State of Florida Department of Military Affairs. The facility encompassed a full suite of military training and operational infrastructure, including a general purpose training bay, controlled materials storage, arms vaults, physical fitness areas, restrooms with personal locker space, and a small kitchen. The site incorporated geothermal and solar photovoltaic renewable energy systems, Antiterrorism Force Protection Standards, electronic security systems, a 72-hour emergency generator, and an integrated fire protection and mass notification system. PRESWERX supported the client's pursuit with proposal development, presentation design and coaching, architectural renderings, and animations.

Client Challenges

Pursuing a specialized military facility required more than technical competence. The client needed to communicate a complex, highly detailed scope with clarity and conviction:

  • Translating a dense, multi-system project scope into a cohesive story that a military owner could quickly evaluate and trust.

  • Visualizing a new facility before a single shovel entered the ground, giving decision-makers a tangible sense of the finished environment.

  • Differentiating the team in a competitive bid against firms pursuing the same Department of Military Affairs contract.

  • Preparing spokespeople to deliver a confident, interview-ready presentation under the scrutiny of a government selection panel.

Each challenge demanded a coordinated pursuit strategy, not a collection of disconnected documents.

Scope of Work

PRESWERX produced a full pursuit package calibrated to the complexity of a federally influenced military project. The team developed the written proposal, crafting language that translated the breadth of on-site systems into a clear, owner-facing narrative. Architectural renderings brought the facility to life before construction, giving the selection committee a concrete visual impression of the finished readiness center. Animations extended that capability further, communicating site flow, structural relationships, and key amenities in a format that static graphics cannot match. A custom presentation was built around the client's competitive positioning, and the PRESWERX team provided coaching sessions to prepare spokespeople to deliver the material with authority and consistency in front of the panel.

PRESWERX Approach

PRESWERX treated this pursuit as a unified communications challenge, not a production task. Every deliverable was built to reinforce a single, consistent story about the client's qualifications and readiness to execute a high-stakes government project.

  • The proposal was structured to address the specific priorities of a Department of Military Affairs evaluation, with section sequencing and language that mirrored how the owner would assess submissions.

  • Renderings and animations were developed to highlight systems unique to this project, including the geothermal and solar infrastructure, ballistic entryways, and arms vault configuration.

  • Presentation coaching aligned the team around consistent messaging, anticipated likely panel questions, and focused practice on the transitions and talking points most likely to influence scoring.

The result was a client that walked into the selection process with every pursuit element working in concert.

Results Delivered

PRESWERX delivered a complete, professionally executed pursuit package that held the client to the standard required for a competitive government selection.

  • The written proposal gave the owner a clear, well-organized account of the client's approach, qualifications, and understanding of the project's operational requirements.

  • Renderings and animations provided compelling visual evidence of the planned facility, making abstract technical scope tangible for a non-construction audience.

  • Presentation coaching sharpened the team's delivery, reducing inconsistency and ensuring spokespeople could defend their approach with confidence under panel questioning.

The client entered the selection process fully prepared, with materials and messaging that reflected the quality and seriousness of their proposed approach.
