Project Overview

The client pursued a design-build contract to deliver a new golf clubhouse at Joint Base Pearl Harbor-Hickam in Hickam, Hawaii. The project was procured through the U.S. Army Installation Management Command G9 using Non-Appropriated Fund contracting, making it a competitive federal pursuit with a discerning military owner. The facility was designed to serve the installation's active military community with modernized amenities, dining, and recreational spaces suited to one of the most sought-after duty stations in the U.S. military. PRESWERX supported the client's pursuit with a full package of proposal, presentation, visual, and coaching services.

Client Challenges

Competing for a federal design-build contract required the client to communicate both construction capability and design vision to a military evaluator with exacting standards. The pursuit presented several distinct challenges:

  • Translating a complex design-build scope into a clear, unified story that federal evaluators could assess quickly and confidently.

  • Visualizing a facility that did not yet exist in a way that conveyed design quality and fitness for the Hickam setting.

  • Differentiating the team's qualifications and approach in a competitive federal procurement process.

  • Preparing the client's presenters to perform with consistency and confidence in a live selection interview.

Each of these challenges demanded a coordinated pursuit strategy where proposal, visuals, and live delivery reinforced the same message.

Scope of Work

PRESWERX delivered a fully integrated pursuit package for a competitive federal design-build procurement. The proposal organized the client's technical approach, design narrative, and team qualifications into a structured document aligned with the Army's evaluation criteria. Custom renderings depicted the proposed clubhouse in its Hickam setting, giving the selection panel a clear sense of the finished facility's character and quality. Animations extended the visual story beyond static imagery, bringing the design to life. A purpose-built presentation distilled the client's case for the panel, and hands-on coaching prepared the team to deliver it with precision.

PRESWERX Approach

  • Coached the client's presenters on panel dynamics and message discipline, ensuring the live interview matched the strength of the written package.

The result was a cohesive pursuit where proposal, visuals, and presentation all told the same story.
