Project Overview

The JEA Blacks Ford Water Reclamation Facility Expansion was a complex infrastructure undertaking in St. Johns, Florida, designed to double the facility's treatment capacity from 6 to 12 million gallons per day. The project encompassed a comprehensive scope of improvements across the existing facility, including a full headworks rehabilitation, the construction of two new biological nutrient removal process trains, an upgraded odor control system, a new MCC electrical room, a replacement emergency generator, modernized HVAC and potable water systems, and extensive site and structural improvements. The work required careful coordination to maintain plant operations throughout construction, with critical piping connections and short-duration shutdowns managed under strict owner oversight. To support the pursuit, the client engaged PRESWERX to develop proposal content, a selection presentation, presentation coaching, renderings, and animations.

Client Challenges

Communicating the breadth and technical complexity of a live-facility expansion to a sophisticated owner required more than a well-organized proposal. The client faced several interconnected challenges:

  • Conveying a highly technical and multi-phased scope in a way that demonstrated construction sequencing expertise without overwhelming reviewers

  • Visualizing proposed improvements to an existing operational facility where physical access for the selection committee was limited

  • Differentiating the team's approach to maintaining continuous plant operations during a construction window involving critical piping interconnections and shutdowns

  • Preparing the project team to deliver a confident, cohesive presentation under competitive selection conditions

Each of these challenges required a pursuit strategy that was both technically credible and visually compelling.

Scope of Work

PRESWERX delivered a full pursuit support package tailored to the demands of a complex water infrastructure selection. Proposal writing services focused on organizing the client's technical approach into a clear, evaluator-friendly narrative that addressed JEA's project requirements and highlighted the team's capacity expansion experience. High-quality renderings illustrated the proposed facility improvements in context, giving the selection committee a concrete visual reference for what the expanded WRF would look like upon completion. Animations brought the construction sequence and process flow to life, making the operational continuity plan easier to understand at a glance. A polished interview presentation was developed to carry these visuals into the live selection, and the client team received targeted presentation coaching to sharpen delivery and reinforce their message under pressure.
