Project Overview

Hillsborough County Public Schools pursued a $101.8 million referendum-funded construction program to address critical facility needs across its Tampa-area schools. The program encompassed $84.9 million in HVAC repair and replacement at 14 schools, along with $16.9 million in additional improvements including new playgrounds, track repairs, kitchen and cafeteria upgrades, window replacements, painting, and elevator modernization. With 14 major construction projects slated for simultaneous execution during the summer of 2024, the scope demanded a contractor with proven capacity and operational precision. The client engaged PRESWERX to develop a proposal, a pursuit film, a presentation, and coaching support for the competitive selection.

Client Challenges

The client faced a high-stakes pursuit for a multi-site, time-critical program where the breadth of scope made differentiation and clarity equally essential: 

  • Communicating the operational capacity to execute 14 simultaneous construction projects across an active school district without disruption to students or staff. 

  • Presenting a diverse, multi-trade scope spanning HVAC systems, site improvements, and building upgrades as a single cohesive program rather than a collection of separate projects. 

  • Building trust with a public-sector owner accountable to taxpayers and a school board, where credibility and transparency carried as much weight as technical qualifications. 

  • Preparing the team to deliver a compelling and organized live presentation for a pursuit of this scale and public visibility. 

Together, these challenges called for pursuit materials that were as organized and confident as the construction program itself.

Scope of Work

PRESWERX developed a full suite of pursuit materials for the Hillsborough County Public Schools referendum program. The team wrote and designed a proposal that framed the client's approach to managing 14 concurrent projects, organizing a complex scope into a clear, evaluator-ready document. A purpose-built pursuit film gave the school district a human look at the team behind the work, capturing the client's commitment to the communities and students they would be serving. PRESWERX also built and coached the live presentation, helping the team structure their narrative and sharpen their delivery so they could walk into the interview with both the right message and the confidence to land it.

  • Structured the proposal and presentation narrative around operational readiness, using the 14-project summer program as a demonstration of planning depth and execution discipline. 

  • Produced a pursuit film that connected the client's team to the district's students and families, grounding the technical qualifications in authentic community commitment. 

  • Coached the team through scenario-based rehearsals focused on answering tough operational and accountability questions with clarity and composure. 

The result was a pursuit package that positioned the client as a contractor the district could trust to deliver, on time and at scale, in schools full of kids.

  • Presentation coaching gave the team the structure and delivery to handle evaluator scrutiny and make a strong impression in the live interview. 

The client entered the selection fully prepared, with every piece of the pursuit working together to tell one consistent story about their readiness to deliver for Hillsborough County's schools.
