Project Overview

The Florida Department of Transportation District 7 sought qualified firms to support a significant transportation infrastructure initiative in the Tampa Bay region. Civil Works Incorporated pursued this opportunity in a competitive procurement environment where the ability to communicate complex technical capabilities clearly and persuasively was essential. The scope of services required the client to present a unified, compelling case for selection before a sophisticated public agency audience. PRESWERX partnered with the client to develop a pursuit strategy built around a polished proposal, a high-impact presentation, and targeted coaching to prepare the team for the live selection interview.

Competing for a Florida DOT contract demanded more than technical qualifications. The client faced several interconnected pursuit challenges:

  • Translating a broad technical scope into a cohesive, evaluator-friendly narrative that held attention from start to finish.

  • Differentiating the team from other qualified competitors in a structured public procurement process.

  • Preparing a cohesive team to deliver a confident, coordinated live presentation before a panel of agency evaluators.

  • Producing pursuit materials that met the high visual and editorial standards expected in a Florida DOT selection process.

Together, these demands required an integrated approach that addressed both the written and oral components of the pursuit simultaneously.

PRESWERX Approach

PRESWERX treated this pursuit as a single integrated effort rather than three separate deliverables. The written, visual, and coaching components were developed in parallel so that each reinforced the same core story.

  • Developed the proposal around the agency's evaluation framework, structuring content to address scoring criteria directly and consistently throughout.

  • Designed the presentation to carry the proposal narrative into the oral phase, giving evaluators a visually clear and memorable representation of the team's capabilities.

  • Ran structured coaching sessions that focused on speaker transitions, message consistency, and anticipating evaluator questions specific to the FDOT D7 scope.

The result was a client team that arrived at the selection interview with aligned messaging, practiced delivery, and materials built to perform under agency scrutiny.
