Project Overview

The City of Jacksonville's Downtown Complete Streets and Urban Trails Projects set out to reshape the public realm of Florida's largest city, converting underutilized street corridors into connected, multimodal infrastructure for pedestrians, cyclists, and transit users. The procurement called for a design-build team capable of delivering integrated streetscape and trail improvements across the urban core. Baker pursued the competitive solicitation, needing a partner who could translate a technically complex scope into a clear, compelling pursuit narrative. PRESWERX developed the proposal, produced the presentation materials, and provided presentation coaching to prepare the team for the live selection event.

Client Challenges

The procurement attracted strong competition from qualified design-build teams, and the client needed to stand out on more than technical merit. The complete streets scope presented several connected challenges:

  • Framing a wide-ranging urban infrastructure program as a unified, coherent project story for city evaluators

  • Visualizing streetscape and trail design quality for a selection panel before construction began

  • Differentiating the team from other experienced competitors in a competitive field

  • Preparing presenters to deliver a confident, polished performance before city evaluators

The pursuit required every element to work together: proposal, visuals, and delivery.

Scope of Work

PRESWERX provided end-to-end pursuit support for the client's response to the City of Jacksonville's design-build solicitation. The engagement covered the full pursuit cycle: proposal development, presentation creation, and presentation coaching. The written proposal organized the team's technical approach and design methodology into a narrative structured for city evaluators, connecting the team's qualifications to the specific goals of the complete streets program. PRESWERX then developed the presentation materials, translating the proposal content into a visually clear, structured format for the live interview. Coaching sessions worked directly with presenters to sharpen delivery and build confidence before the selection event.
