Project Overview

The Coastal Horizons Administrative Office Construction Project was a $6,500,000 ground-up office development in Wilmington, North Carolina, for Coastal Horizons, a behavioral health organization serving the region. The project called for a 20,000- square-foot, two-story Class A commercial building to house approximately 40 staff, accommodate board and community meetings, and provide 60 to 65 parking spaces. The design brief emphasized fiscal stewardship of state funding while creating a facility appropriate for hosting state dignitaries and elected officials, with a program weighted toward private offices and minimal shared workspace. The client engaged PRESWERX to produce the written proposal.

Client Challenges

The client was pursuing a tightly scoped office project for a nonprofit owner with precise program requirements, a defined budget, and a public accountability dimension:

  • Demonstrating an approach that balanced fiscal responsibility with the Class A design quality expected of a building that would regularly host state officials and board-level visitors.

  • Showing a clear understanding of the owner's functional requirements, including staff capacity, meeting space, and 60 to 65 parking spaces, within a tightly defined budget.

  • Positioning the team as a delivery partner who understood the institutional context of a nonprofit accountable to state funders.

Together, these challenges required a proposal that was precise about cost, program, and the owner's dual expectations for economy and professional quality.

Scope of Work

PRESWERX developed the written proposal for the client's pursuit of the Coastal Horizons Administrative Office Construction Project in Wilmington, North Carolina. The proposal organized the team's approach to delivering a 20,000-square-foot, two-story Class A office building within a tightly defined budget, addressing the owner's requirements for staff accommodations, board and community meeting space, and 60 to 65 parking spaces. PRESWERX structured the narrative to reflect the owner's dual expectation of fiscal stewardship and professional quality, framing the team's delivery strategy within the context of an organization accountable to state funders and positioned to host elected officials.

PRESWERX Approach

PRESWERX approached the proposal as a precision exercise, building a narrative that spoke directly to an owner balancing cost discipline with the image requirements of a public-facing nonprofit.

  • Structured the proposal around the owner's specific program requirements, budget parameters, and the need to deliver a Class A facility that reflected the organization's accountability to state funders.

  • Framed the team's delivery strategy to address the tension between fiscal stewardship and design quality, demonstrating that both goals were achievable within the stated budget.

  • Built a narrative that positioned the team as a construction partner who understood the organization's mission and the stakeholder expectations that came with it.

The result was a proposal that addressed the owner's practical requirements and institutional context with equal care.

Results Delivered

PRESWERX delivered a written proposal tailored to a nonprofit owner with a precise program, a defined budget, and a clear public accountability dimension.

  • The proposal organized the team's approach around the owner's specific functional requirements, including staff capacity, meeting facilities, and parking, within the project's defined budget.

  • A narrative built around fiscal stewardship and Class A design quality gave the owner confidence that both expectations could be met under a single delivery team.

  • Clear, focused language reflected the institutional context of an organization accountable to state funders and positioned to host elected officials and boardlevel guests.

The client entered the selection with a proposal that addressed the owner's practical and institutional needs with equal clarity.
