Project Overview

The Camp Blanding Operational Readiness Training Complex was a $73.9 million new construction project in Starke, Florida, procured by the State of Florida Department of Military Affairs. The complex encompassed more than a dozen purpose-built facilities: 720-person billeting barracks across four single-story buildings, an 800-person dining facility, a Battalion Headquarters building with classroom and office space, company supply and storage areas with arms vaults, and a Battalion Maintenance Shelter. All structures featured tilt-up wall construction, fire protection systems with mass notification, electronic security systems, and Antiterrorism Force Protection Standards compliance. The client engaged PRESWERX to develop the pursuit proposal, craft the presentation, and deliver presentation coaching for the competitive selection process.

Client Challenges

Communicating the scope of a sprawling, multi-facility military campus to a technically demanding state owner required a unified and credible story. The client faced a specific set of challenges heading into this pursuit:

  • The project scope spanned site development, billeting, dining, headquarters, maintenance, and integrated security systems, creating real difficulty in presenting it as one coherent program rather than a checklist of deliverables.

  • Differentiating the team in a competitive military construction bid required a message that went beyond project history and demonstrated genuine understanding of the owner's standards and priorities.

  • Preparing the team to perform confidently in a live selection interview demanded structured coaching, not just polished materials.

Together, these challenges called for a pursuit partner that could handle strategy, content, and team preparation in a single coordinated engagement.

Scope of Work

PRESWERX delivered a complete pursuit package for the Camp Blanding Operational Readiness Training Complex. The engagement began with a comprehensive written proposal that organized the client's qualifications, relevant project experience, and technical approach into a structured narrative aligned to the State of Florida's evaluation criteria. PRESWERX then developed a custom presentation deck designed for a military audience, translating the complexity of the multi-facility program into a focused and accessible visual story. Finally, PRESWERX conducted hands-on presentation coaching sessions with the client's team, refining delivery, sharpening key messages, and building the confidence needed to perform in a formal live interview.

PRESWERX Approach

PRESWERX treated this engagement as a full pursuit strategy partnership. Before developing any content, the team invested time in understanding the technical depth of the project and the specific priorities of the State of Florida Department of Military Affairs.

  • The proposal was structured as a direct response to the owner's evaluation criteria, ensuring the client's qualifications and approach addressed exactly what the selection panel was looking for.

  • The presentation deck organized the multi-facility program into a clear visual narrative that conveyed the scale and sophistication of the work without losing the selection panel in technical detail.

  • Coaching sessions focused on delivery mechanics, message clarity, and handling panel questions under pressure, giving the team tools they could apply on the day of the interview.

The result was a client that entered the selection process with a submission-ready package and a prepared, confident team.

Results Delivered

PRESWERX produced a complete, polished pursuit package built to the standards of a highly competitive military construction procurement. Each deliverable served a specific purpose in positioning the client for the selection.

  • The proposal gave the client a clear, evaluation-aligned narrative that communicated qualifications and technical approach across a complex, multi-facility scope without losing focus or coherence.

  • The presentation deck translated the $73.9 million program into a visual story that was both technically credible and accessible to the selection panel, giving the client a strong presence in the room.

  • Presentation coaching sharpened the team's delivery and equipped each presenter to communicate with clarity and confidence under the pressure of a formal military procurement interview.

The client entered the selection process prepared, polished, and in command of their message.
