Project Overview

Caldwell County undertook the construction of a new 132,000-square-foot courthouse in Lenoir, North Carolina, to house the full range of the county's judicial operations. The project encompassed approximately 66,000 square feet of finished courtroom and office space for the District and Superior Courts, Clerk of Court, and District Attorney, alongside 33,000 square feet of secure holding areas and lower-level parking with a sallyport, and an additional 33,000 square feet of shell space reserved for future expansion. A two-level parking deck rounded out the facility. To compete for this complex, high-value pursuit, the client engaged PRESWERX to develop the pursuit strategy, proposal, presentations, coaching, renderings, animations, and films needed to make a compelling case to the county.

Client Challenges

Winning a $10 million civic courthouse project required the client to communicate a technically complex, multi-phased program as a single, confident vision. The key challenges included:

  • Translating a layered building program (courts, holding areas, shell space, and parking) into a clear, unified story that resonated with county decision-makers

  • Visualizing the finished quality of a facility that did not yet exist, to build owner confidence before a single foundation was poured

  • Differentiating the team in a competitive field where multiple firms were pursuing the same public contract

  • Preparing presenters to deliver a polished, authoritative performance in a live selection interview

Together, these challenges demanded a pursuit team that could move fast, coordinate across multiple deliverables, and bring the project to life before construction ever began.

Scope of Work

PRESWERX delivered a full suite of pursuit services tailored to the demands of a major public courthouse competition. The team developed a comprehensive written proposal structured to address the county's priorities and demonstrate the client's qualifications for a project of this scale and sensitivity. PRESWERX also produced a formal presentation deck built for the live selection interview, supported by targeted presentation coaching that prepared the client's team to speak with precision and confidence. To give the county a concrete sense of what the finished facility would look and feel like, PRESWERX created high-quality architectural renderings, animations, and films that brought the 132,000-square-foot program to life well before construction began.

PRESWERX approached this pursuit as a strategic partner, working alongside the client's team from proposal development through presentation day. The goal was to build a cohesive narrative that connected every deliverable to the county's core concerns about safety, function, and long-term value.

  • Developed renderings, animations, and films that visualized all major program elements, including secure holding areas, the sallyport, courtroom spaces, and the parking deck, giving the owner a clear picture of the finished facility

  • Coached the presentation team on message delivery, pacing, and handling questions under pressure, so the client walked into the selection room prepared and unified

The result was a pursuit package in which every element, from written proposal to on-screen visuals to live presenter performance, told the same confident, credible story.

Results Delivered

PRESWERX delivered a complete, competition-ready pursuit package held to the standard of a $10 million public procurement. Each deliverable was built to perform under real selection conditions.
