Project Overview

The BRA Allens Creek Reservoir project centered on a proposed pumped-storage water supply reservoir at the confluence of Allens Creek and the Brazos River in Austin County, Texas. At an estimated $700 million and spanning 9,600 acres, it represented one of the most consequential water infrastructure initiatives in the Brazos River Basin in decades, with the capacity to deliver approximately 100,000 acre-feet of firm water supply annually to the region. The client engaged PRESWERX to build a complete pursuit package, including a proposal, custom renderings, animations, a presentation, and interview coaching.

Client Challenges

Winning an engineering contract for a $700 million water supply program required more than a strong technical record: it demanded a submission that communicated a complex, multi-decade story clearly under competitive pressure. The client faced three pursuit challenges:

  • Translating a multi-phase reservoir program into a single, coherent submission for evaluators

  • Visualizing a 9,600-acre infrastructure project that existed only in early planning, with no construction to reference

  • Preparing the technical team for a live selection interview with a sophisticated water authority owner

Each challenge demanded a pursuit partner who could turn engineering expertise into clear, confident communication.

Scope of Work

PRESWERX delivered a full suite of pursuit materials tailored to the Allens Creek Reservoir engagement. The team authored and designed a complete proposal document built around the Brazos River Authority's evaluation criteria, weaving technical depth into a clear visual narrative. Custom renderings gave evaluators a concrete sense of scale and site character for a project that had no construction to reference. Animated sequences illustrated how the pumped-storage system would fill and distribute water in a way that static graphics could not convey. A structured presentation deck organized the client's key messages, and targeted coaching prepared the team for the live interview.

PRESWERX Approach

PRESWERX treated the Allens Creek pursuit as a full strategic communications challenge from the start. The goal was to help the client convey both technical authority and long-range program vision to a sophisticated evaluating body.

  • Ran discovery sessions to identify the client's strongest differentiators and thread them through every deliverable

  • Built a visual language using renderings and animations that made a decades-long infrastructure program concrete for evaluators

  • Coached the technical team on interview structure, message discipline, and panel question handling

The result was a pursuit package that matched the scale and ambition of the project itself.

Results Delivered

PRESWERX delivered a complete, submission-ready pursuit package suited to the scope of a $700 million water infrastructure program.

  • The proposal gave evaluators a well-structured case for the client's approach to a complex, multi-phase reservoir program

  • Renderings and animations gave concrete visual form to a project that existed only in permitting and early design

  • Presentation coaching brought the team to the selection interview with clear messages and confident delivery

The client entered the BRA selection process with a submission that reflected the full weight and seriousness of the engagement.
