Project Overview

The Pure Water Project Las Virgenes-Triunfo represented a significant step forward in sustainable water management for western Los Angeles and eastern Ventura counties. The Las Virgenes-Triunfo Joint Powers Authority, a partnership between two neighboring water districts sharing the Malibu Creek watershed, pursued an Advanced Water Purification Facility through a Progressive Design-Build procurement. The project called for a high-performance team capable of articulating a technically complex program with clarity and visual impact. The client engaged PRESWERX to develop the proposal package and presentation materials needed to compete effectively in this specialized procurement.

Client Challenges

The client faced a technically demanding procurement that required a clear, compelling story. Key challenges included:

  • Communicating a technically dense water purification program as a unified, accessible narrative for a public agency evaluation team.

  • Distinguishing the pursuit team's qualifications and approach in a competitive progressive design-build selection.

  • Visualizing facility design concepts through high-quality renderings and animations before construction documents existed.

  • Preparing the team to deliver a confident, polished live presentation under selection panel scrutiny.

Each of these challenges required close coordination between technical content and strategic communication.

Scope of Work

PRESWERX produced a full suite of pursuit deliverables tailored to the Progressive Design-Build procurement format. The proposal package was developed to organize and present the client's technical approach, team qualifications, and project understanding in a format suited to the JPA's evaluation process. Custom renderings illustrated the anticipated facility and helped reviewers visualize the design concept early in the procurement. Animations brought process and design elements to life in ways static graphics could not. PRESWERX also developed a structured presentation and provided coaching to ensure the client's team communicated with precision and confidence during the selection interview.
