Project Overview
Dallas Fort Worth International Airport initiated the 19th Street Cargo Redevelopment to modernize a key cargo corridor within one of the nation's busiest aviation hubs. The project required a Design-Builder to finalize design and perform construction based on a comprehensive Basis of Design report and associated bridging documents, including plans, design standards, and referenced technical reports. The scope encompassed documentation intended to guide ultimate permitting and construction of the redeveloped area. The client engaged PRESWERX to develop the pursuit package that would translate this technically layered design-build opportunity into a competitive, clearly organized proposal for the airport authority.

Client Challenges
The client faced a layered pursuit in which a technically dense Basis of Design package had to be transformed into a compelling, submission-ready proposal:
Communicating a complex set of design-build bridging documents, including the Basis of Design report, plans, and referenced standards, as a single, coherent story
Demonstrating design-build expertise to a sophisticated aviation owner with specific procurement requirements
Differentiating the team from competitors pursuing a high-profile airport infrastructure contract
Organizing technical documentation into a pursuit narrative that served both selection evaluators and the airport's project goals
Each of these challenges demanded precise proposal strategy and disciplined content development.

Scope of Work
PRESWERX produced the complete proposal package for the client's pursuit of the 19th Street Cargo Redevelopment design-build contract at Dallas Fort Worth International Airport. The work centered on developing proposal narrative directly from the Basis of Design report and bridging document set, translating technical design requirements and construction scope into content tailored to DFW Airport's procurement process. PRESWERX structured the submission to align the client's design-build capabilities with the airport authority's stated project objectives, producing a polished, cohesive proposal that addressed both the technical complexity of the cargo infrastructure scope and the selection criteria of the procuring agency.

PRESWERX Approach
PRESWERX treated the pursuit as a strategic communication challenge, beginning with a close read of the Basis of Design report and procurement documents to identify the airport authority's core evaluation priorities:
Mapped the client's design-build qualifications directly to the technical requirements and construction scope outlined in the bridging documents
Developed proposal narrative that distilled a complex, multi-document package into a clear, accessible story for selection evaluators
Structured the submission to lead with team strengths and reinforce confidence in the client's ability to deliver an active airport cargo project
The result was a cohesive submission built around the airport's priorities and the client's demonstrated technical depth.
Results Delivered
PRESWERX delivered a complete, submission-ready proposal package for the DFW Airport design-build pursuit:
A fully developed proposal narrative that connected the client's design-build capabilities to the airport authority's technical requirements and project objectives
Content derived from the Basis of Design report and bridging documents, structured for clarity and evaluator impact
A differentiated team story that communicated expertise in complex, active-airfield infrastructure to a sophisticated aviation owner
The client went into the selection process with a polished, well-organized submission that clearly communicated their readiness to deliver.
